ABOUT THE PROJECT

The Youth Action in Alcohol Harm Reduction Project funded by IOGT.NTO.MOVEMENT is being implemented in Homabay Town Sub-County for a period of 3 years (2025-2028) and target vulnerable youth aged 15–24 years who are at risk of alcohol-related harm. The project aims to improve youth health, resilience, and well-being through prevention education, youth-friendly safe spaces, community awareness, and advocacy for the enforcement of the Homabay County Alcoholic Drinks Control Act (2015). Using youth-led approaches such as creative arts, peer education, and community engagement, the project seeks to reduce alcohol harm, strengthen community awareness, and enhance accountability of duty bearers, contributing to improved public health and sustainable development outcomes.

SCOPE OF TARGET AND INTENDED USE OF THE BASELINE STUDY

The baseline study will establish a comprehensive reference point for measuring progress, outcomes, and impact of the Youth Action in Alcohol Harm Reduction Project across individual, community, and systems levels. At the outcome level, the study will assess youth knowledge, attitudes, behaviors, and resilience related to alcohol use, as well as community awareness of alcohol harm and existing prevention mechanisms. At the institutional and policy level, the baseline will document the status of enforcement of the Homabay County Alcoholic Drinks Control Act, stakeholder coordination, and accountability structures. Understanding the pre-intervention situation is critical to ensuring that project strategies are contextually relevant, evidence-driven, and responsive to existing gaps. The findings will inform refinement of interventions, enable realistic target setting, support learning and adaptive management, and provide a benchmark for midline and endline evaluations, accountability to donors, and evidence-based advocacy.

TARGET GROUP

The baseline will focus on the following groups:

  • Vulnerable youth aged 15–24 years in Homabay Town Sub-County
  • Community members and community leaders
  • Community health promoters
  • Government officials and duty bearers (county departments, law enforcement, NACADA)
  • Educators, religious leaders
  • Persons with disabilities (PWDs) and their representative offices

ROLES OF THE CONSULTANCY TEAM / METHODOLOGY

The consultancy team will apply a mixed-methods approach, integrating both quantitative and qualitative techniques, including:

  • Secondary data review of relevant and current sources, including national surveys, county reports, policies, and research on alcohol and substance use.
  • Key Informant Interviews (KIIs) with government officials, community health promoters (CHPs), PWD offices, educators, law enforcement actors, and community leaders.
  • Household surveys targeting the defined project beneficiaries, particularly vulnerable youth and their households.
  • Participatory approaches, ensuring meaningful inclusion of youth and persons with disabilities throughout the research process, from tool design to data collection.

SAFEGUARDING

The study will uphold strict safeguarding standards, including child protection, informed consent, confidentiality, and secure data management. Consultants must integrate gender equality and disability inclusion across all stages of the study and document existing safeguarding mechanisms within the project area. Ethical research practices will guide engagement with all respondents, particularly minors and vulnerable populations.

CONSULTANT QUALIFICATIONS & RESPONSIBILITIES

Minimum Qualifications

  • At least 5 years’ experience conducting baseline studies in development or humanitarian contexts
  • Demonstrated expertise in qualitative and quantitative research
  • Experience in baseline assessments, mental health, alcohol or substance abuse, and community-based interventions
  • Strong analytical and report-writing skills in English
  • Legally registered consultancy firm or individual with valid KRA PIN, tax compliance certificate, and relevant statutory documents

Consultant Responsibilities

  • Develop a detailed methodology and work plan in consultation with Blue Cross Kenya
  • Conduct primary data collection using surveys, interviews, and FGDs
  • Analyze and synthesize findings into a high-quality baseline report
  • Submit draft and final reports incorporating stakeholder feedback
  • Ensure data integrity, security, and confidentiality

DELIVERABLES AND PAYMENT

Key Deliverables

  • Inception Report (methodology, tools, timeline)
  • Data collection tools (questionnaires, interview guides)
  • Clean and unclean datasets (SPSS/Excel)
  • Draft and final baseline reports (MS Word and PDF)

Payment Terms

  • 40% upon approval of the Inception Report
  • 60% upon approval of the Final Baseline Report
  • Statutory taxes deducted at source
  • Payment schedules subject to mutual written agreement

HR Administrative Officer job duties and responsibilities

Recruitment:

·         Initiate transparent and competitive recruitment and selection processes (from the review of job descriptions to the screening of candidates) as well as ensuring the timely management of the process.

·          Provide advice on recruitment and selection processes in line with organization guidelines and policies, leading to the timely sourcing, selection and placement of the required talent.

·          Provide advice on effective succession management and workforce planning through timely and accurate projection of vacancies and staffing requirements

Performance Management

·         Provide advice on the performance management and development (PMD) process and regularly monitor PMD completion rates, providing updates to senior management.

·         Work with head of departments to develop and or update key performance indicators and ensure timely appraisals are done

·         Facilitating trainings to embrace a performance management culture in the organization.

·         Work closely with management and employees to improve work relationships, build morale, and increase productivity and retention

HR Advisory

·         Provide advice and support to managers and staff on human resources related matters.

·         Advise management on the legal and other implications resulting from HR related decisions.

·         Keep records and compliance with the Protection of Personal Information Act and internal policies and procedures.

·         Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

·          Participate and/or lead special human resources projects

Staff development and career support

·         Identify and analyze staff development and career support needs and design programs to meet identified needs.

·         Prepare monitoring reports on staff development and career support programmes,

·         Provide advice on mobility and career development to staff.

·         Work closely with line managers to assess training needs and identify training programs for staff at all levels throughout the organization

General HR & Admin operations

·         Maintaining employee files by making sure all personnel files have the necessary documents-contracts, personal information form, performance appraisals, statutory documents, academic certificates, CVs etc

·         Maintaining records on contract expiry dates and flagging contracts that are due to expire. Ensure all staff have valid contracts

·         Monitors annual leave, R&R and sick leave entitlements for all staff. Works with all supervisors to ensure that they have a leave plan in place for their teams.

·         Put in place initiatives to promote and preserve the culture of the organization by providing advice and guidance on general matters concerning employees

·         Ensure health and safety standards are adhered to by all the staff members

·         Take charge of day to day ad hoc administrative work in the department and perform other duties as assigned

·         Manages and resolves complex employee relations issues. Conducts effective, thorough and objective investigations

·         Prepare reports to the Manager, Director and Board requirements

  • Manage and update HR databases with different information such as new hires, terminations, sick leaves, warnings, vacation and day offs.
  • Help organize and manage new employee orientation, on-boarding, and training programs. 

Strategy

·         Support the organization with organizational design processes.

·         Assist with planning, formulation and implementation of an effective HR strategy aligned to overall BCK strategy

·         Provide strategic guidance and coaching to guide the management on varied HR matters

HR Administrative officer job requirements

Requirements:

·         Degree in human resources management, business administration or higher diploma in similar field

·         Membership with IHRM or relevant professional body preferred.

·         At least two years’ working experience in a similar role, preferably with a National NGO and good knowledge of HR best practices and standards.

·         Excellent experience in and knowledge of labour laws, regulations, policies, principles, concepts, and best practices.

·         Proactive approach to work and good self-motivation

·         Strong organizational and problem-solving skills

·         Excellent inter-personal skills and ability to deal with people from different cultures.

Blue Cross Kisumu is recruiting a full time MONITORING, RESEARCH AND REPORTING, Officer.

The Purpose:

Blue Cross Kisumu is seeking to recruit a suitable candidate for the Position of MONITORING, EVALUATION AND REPORTING OFFICER to support the monitoring, evaluation, learning and research function of Blue Cross Kisumu. The Monitoring and Evaluation officer will be responsible for and support the Manager in the development of frameworks, tools and mechanisms to aid in monitoring and evaluation of Blue Cross Kisumu projects and key strategies as well as provide support in the development and continuous improvement of strategies in Blue Cross key technical sectors through monitoring and evaluation processes. The role holder assists in undertaking data collection, research, surveys, evaluations and other MEARL activities for the organization.

The M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

Major Duties Include:

The Monitoring and Evaluation Officer will have the following duties and responsibilities:

  • Follow up with on the base line study.
  • Responsible for the Project database ensuring project information is up-to-date and accurate.
  • Develop and update the project monitoring plan and monitor the indicators of the project.
  • Recommend further improvement of the logical frame work.
  • Responsible for the data collection, compilation and analysis.
  • Responsible for designing and implementing the M&E activities of the Project.
  • Develop monitoring and impact indicator for the project success.
  • Monitor and evaluate overall progress on achievement of results.
  • Monitor the sustainability of the project’s results.
  • Provide feedback to the Project Manager on project strategies and activities;
  • Prepare monitoring reports using data collection tools
  • Identifying and documenting lessons learnt; collecting information for case studies; writing and preparing success stories, and facilitating periodic reviews, and prepare presentation on achievement of the project.
  • Assisting in preparing quarterly and annual progress reports in cooperation with the Project Manager and the project team.
  • Participate in dissemination of research findings and policy dialogue with relevant offices
  • Prepare policy briefs and fact sheets from the projects’ findings.
  • Lead the process of obtaining ethical approval for research projects.
  • Participate in the development of research proposals.

Job Qualifications:

  • Bachelor Degree in development, management, economics, business administration, or related field.
  • A relevant master’s degree is desired.
  • A minimum of four years’ experience with in M&E in NGOs.

Skills and Personal attributes:
